Does anyone know of a simple web-based RSS Feed creator tool? - html email creator

I explore different tools and they seem to be the customers of the software that users can use or a hosted CMS solution that has more bells and whistles. I am looking for a hosted solution, cut people and include the title and URL and the text box, then export as HTML or a widget for inclusion in a site enables / e-mail. Ideas?
